Agent Hauls to Berlin and Germany: The €3 Rule, 19% VAT, and Who Delivers

Short answer

Since July 1, 2026, every parcel worth under €150 arriving in Germany from outside the EU owes €3 for each item category inside it, plus 19% German VAT (Einfuhrumsatzsteuer). PandaBuy-era hauls often slipped through with VAT only; that's no longer possible. In our worked example, a €140 haul with €32 of freight packed in one box with three categories lands at €215.39; the same money spent on just two categories lands at €211.82. DHL is the usual last-mile carrier for postal lines, with Hermes, DPD and GLS on some courier lines.

What does an agent parcel pay in Germany now?

Two charges apply to almost every agent parcel arriving in Germany:

A tax-included line, where the agent collects these at checkout under the EU's IOSS scheme, avoids the doorstep payment and usually the carrier's handling charge. If your agent offers one to Germany, compare its price with an ordinary line plus the charges above.

Verdict: Count categories, not items. A box of tops and trousers pays less duty than one with shoes, a bag and a cap too.

On this example the duty is the same either way, because three single-category parcels and one three-category parcel both count three categories. Splitting still costs more in practice, since each extra parcel adds its own freight and handling. The real saving comes from fewer categories: drop the cap and bag from the box and the duty falls from €9.00 to €6.

Verdict: One parcel, few categories. Splitting a haul never makes German duty cheaper.

Who delivers, and what to watch for in Germany

Most postal-style agent lines hand over to DHL for the last mile; courier lines may use DHL Express, DPD, GLS or Hermes. If duty and VAT weren't prepaid, the carrier asks for them before delivery or leaves a notice. Zoll may hold a parcel for inspection at its office, in which case you'll get a letter asking you to collect it or provide documents.

  • Put your full name on the doorbell and in the address: German carriers are strict.
  • Keep the agent's invoice with item prices; Zoll may ask for proof of value.
  • Branded goods can be held under EU intellectual-property rules. The PandaBuy case was about exactly that; unbranded items aren't affected.

How much duty does an agent parcel pay in Germany?

Since July 1, 2026, any parcel under €150 coming into Germany from outside the EU owes €3 for each item category. Import VAT of 19% is then added on goods, freight and duty together. Our €140 haul with €32 of freight and three categories lands at €215.39. Plan on both charges for every small agent parcel to Germany.

What counts as an item category?

It's a type of goods, like tees, shoes or bags, and the number of pieces doesn't matter. Five tees are one category, while tees plus a cap are two, each costing €3. In our Berlin example, cutting a box from three categories to two lowers the landed total from €215.39 to €211.82. Fill a German parcel with similar items where you can.

Who delivers agent parcels in Germany?

On postal-style lines, DHL usually handles the last mile. Courier lines may use DHL Express, DPD, GLS or Hermes instead. If the €3 duty and 19% VAT weren't prepaid, the carrier asks for them before delivery or leaves a notice. German carriers are strict, so put your full name on the doorbell and in the address. Check which carrier your line uses before shipping.

Can I avoid paying at the door?

Pick a tax-included line if your agent offers one to Germany. Under the EU's IOSS scheme, it collects the €3 per-category duty and 19% VAT at checkout, which usually also avoids the carrier's handling charge. Compare that line's price with an ordinary line plus the charges you'd otherwise pay on delivery. Choose whichever delivered total comes out lower.

Is splitting a haul cheaper in Germany?

No. In our example, three single-category parcels pay €9.00 in duty, the same as one box with three categories, because the category count doesn't change. Each extra parcel then adds its own freight and carrier handling on top. The real saving is fewer categories: dropping one takes duty from €9.00 to €6.00. Send one consolidated box to Germany.

Was it cheaper in PandaBuy's time?

Yes. Before July 2026, small parcels to Germany paid 19% import VAT but no €3 per-category duty, and many PandaBuy-era hauls went through on VAT alone.
