The 'redeliverer' rule is the unusual part. The ATO treats services that help you buy overseas goods and ship them to Australia as responsible for collecting GST in many cases, which is why agents often add Australian GST at checkout. On A$220.00 of goods and A$45.00 of freight, 10% GST is A$26.50. Keep the receipt showing it was charged, in case the parcel is queried.
Verdict: Expect GST in the agent's checkout, not at your door, as long as the haul is A$1,000 or less.
What happens above A$1,000
A haul worth more than A$1,000 is cleared at the border: GST is assessed then, along with any customs duty and a processing charge, before the parcel is released. Many goods from China enter duty-free under the China–Australia Free Trade Agreement when the paperwork supports it, so the main cost is usually GST plus the processing charge. Splitting a large haul to stay under the line isn't advisable if the parcels are really one purchase, and agents may decline to do it.
Verdict: Keep a single haul under A$1,000 where you can; above it, expect clearance charges and a delay.
